USAID Tayar Nepal Improved Disaster Risk Management Project

Scope of Work 

Position: Deputy Chief of Party

Level of Effort: 260 days/year

Period of Performance: On/about November 1, 2023 to December 15, 2023 

Base of Operations: Kathmandu, Nepal, with travel to priority Tayar municipalities  

Project Background

USAID’s Tayar Nepal – Improved Disaster Risk Management (IDRM) Project is a five-year project funded by the United States Agency for International Development (USAID) and implemented by DAI Global LLC (DAI) since 2019 to strengthen the capacity of Nepal’s national and municipal institutions responsible for disaster risk reduction, preparedness, and response.  USAID’s Tayar Nepal implements a two-pronged (Stronger Systems + Safer Settlements) approach that strengthens institutions and capacities at the national and local levels to strengthen Nepal’s resilience to natural & non-natural disasters. USAID’s Tayar Nepal works closely with Ministry of Home Affairs (MOHA), Ministry of Federal Affairs and General Administration (MOFAGA), Department of Urban Development and Building Construction (DUDBC) and National Disaster Risk Reduction and Management Authority (NDRRMA) and its eight partners municipalities. 

Position Overview

The Deputy Chief of Party (DCOP) is a Key Personnel position who will work under the direction of the Chief of Party (COP) and provide close oversight of all aspects of the day-to-day implementation, personnel management, reporting, and monitoring, leading to the achievement of quality work products.  The DCOP manages a team of technical experts and will work collaboratively with them to design and implement technical activities.  In partnership with the COP, the DCOP is responsible for maintaining technical quality and coordination of technical activities.  Moreover, the DCOP will ensure lessons learned from utilizing Tayar’s rapid emergency response mechanism are used to adaptively manage Tayar’s approach to national-level DRM systems and municipal-level risk-reduction activities.  The DCOP may assume leadership and oversight of the activity in the absence of the COP.

Responsibilities

  • Support the COP in day-to-day implementation and management matters related to USAID’s Tayar. 
  • Work with COP and technical team to prepare technical deliverables.
  • Ensure timely prepare of progress report, ensure quality and ensure timely submitting of reports. 
  • Supervise Disaster Risk Reduction and Management (DRRM) Specialist, Director of Integration, Senior Action Fund Manager and Senior Engineer and ensure smooth implementation of annual work plan. 
  •  Lead interventions, harmonize technical programming, and ensure integration of USAID’s Tayar objectives in the target municipalities.
  • Oversees the design/development of interventions to improve national level systems and institutions, build capacity at the local level, and strengthen disaster response and recovery.
  • Develop and maintain effective working relationships with relevant USAID, Government of Nepal, local government, and other DRM stakeholder representatives. 
  • Monitor policy and political changes that potentially affect implementation or delivery and propose mitigation measures.
  • Meet with senior staff to analyze performance data and consider any necessary changes to resource allocations and programming.  Review the team’s and partners’ actions, results, and products on an on-going basis, ensuring good and timely progress as set forth in the annual work plan and periodic progress reporting. 
  • Fulfill the responsibilities of COP when required. 

Qualifications: 

  • A minimum of 13 years’ experience with Master’s degree or 15 years’ experience with Bachelor’s degree in Project Management/Disaster Risk Reduction Management.  
  • Ability to guide and manage large team.
  • Ability to professionally communicate across all levels of an organization.
  • Ability of manage program operations and financial management.
  • Ability to represent USAID’s Tayar at different level within and outside organization. 
  • Skilled in strategic thinking and planning 
  • Excellent written and oral communication skills and fluency in English.

Level of Effort, Location and Reporting

The level of effort is 260 days per year.  The Deputy Chief of Party reports to the Chief of Party.  The position is based in Kathmandu, with travel to priority USAID’s Tayar municipalities.
